The Effectiveness of Trauma-Informed Permanent Supportive Housing for Aging U.S. Veterans Experiencing Homelessness: A Systematic Literature Review

Learning Objectives:

Upon completion of this conference, participants will be able to:

  1. Describe key drivers of homelessness and housing instability among U.S. veterans aged 55 and older (e.g., trauma exposure, disability, chronic health conditions, and economic vulnerability).
  2. Compare PSH models that integrate trauma-informed case management and aging-focused supports with less comprehensive PSH approaches in relation to housing retention and related outcomes.
  3. Explain how trauma-informed principles (safety, trust, collaboration, empowerment) translate into specific PSH practices that support engagement and tenancy stability.
  4. Identify evidence-informed program and policy strategies to strengthen PSH service integration for aging veterans in local continuums of care and VA-partnered systems.

 

Presenter Bio

Michell Madison, MSW, M.S., Doctoral Candidate in Social Work, is a seasoned social worker with over 20 years of professional experience across clinical practice, case management, vocational rehabilitation, and public service systems. She is currently a Doctor of Social Work (DSW) candidate at the University of Kentucky, with an expected graduation date of May 2026. Michell also holds a Master of Social Work, a Master of Science in Counseling and Psychology, and a Bachelor of Social Work.

Michell currently serves as a Vocational Rehabilitation Counselor with the Department of Veterans Affairs, providing comprehensive rehabilitation counseling, vocational planning, and case management services to disabled veterans. Her work focuses on assessment, entitlement determination, employment readiness, and interdisciplinary collaboration to support long-term veteran success. Previously, she held roles in disability rating, managed care social work, and child welfare services, gaining extensive experience in federal systems, behavioral health, and high-stakes decision-making environments.

Her research interests center on vocational rehabilitation outcomes, trauma-informed practice, workforce reintegration for veterans and marginalized populations, and policy-informed social work leadership. Her doctoral capstone project explores evidence-based strategies to improve rehabilitation engagement and sustainable employment outcomes among disabled veterans.

Michell has received recognition through academic honor societies and professional affiliations, including the National Society of Leadership, Counseling, Academic, and Professional Honor Society International and the American Counseling Association.
