In this presentation, Dr. Jennifer Thornhill, an Assistant Director at the Department for Community Based Services, discusses the new Division of Prevention and Community Wellbeing. Dr. Thornhill details the legislative approval to create the division, agency culture shifts in prioritizing prevention, differentiating between poverty and neglect, organizational structure, programs within each branch, and family preservation and reunification. She also highlights the differences between primary, secondary, and tertiary prevention as well as exciting child welfare collaborations in Kentucky.
About the Trainer: Dr. Jennifer Thornhill serves as the Assistant Director of the Department for Community Based Services’ Division of Prevention and Community Wellbeing. She has worked for DCBS for 15 years in various roles, ranging from a Social Service Clinician to Family Services Office Supervisor to Branch Manager to now Assistant Director. Dr. Thornhill received her Doctor of Social Work from the University of Kentucky, her Master of Science in Social Work from the University of Louisville, and her Bachelor of Arts in Social Work from the University of Kentucky. She also holds several certifications, licenses, and awards related to her work. Dr. Thornhill is a dedicated advocate for children and families and has a wealth of knowledge and experience to share.
